First flick:

Slip stitch on st 21 on the edge of the cap (pom pom facing you) and chain 5.
Leave 3 stitches and slst again on st 25.

Second flick:
Slip stitch on st 19. Repeat the steps of the first flick. (you’ll finish on st. 23).
Third flick:
